Try to add the ntype and idc if not already present in the NIST object when using the set_field() function

Split the NIST object into the core part (common for all NIST standards) and the functions related to traditional NIST files

Rename the NISTULWLQMetric.get_minutiae() function to NISTULWLQMetric.ULW_get_minutiae() to be more specific in the function used in this module
