This allows the docker image to be used as a python REPL, to use and
test the libraries present for ICNML. This was not possible before; the
`import utils` or any other commands would hang trying to connect to the
database.

This should not change anything to the production or dev environments
since all the variables should be present in the `env` file.

This is useful for the dev environment where we should be able to use
the `network_mode=host` option in the `docker-compose` file, for example
to be able to connect to a remote database with a ssh tunnel on the host
machine.

The page displays the first 12 candidates. We have the basic logic to
get the other pages, but not the navigation buttons.

This should resize the images to 1 inch in width. There may be the same
issue of size with images that are taller than the svg image container.

No change in API nor feature set

Use the 'current_pfsp_id' variable to display the correct finger in the mark quality assessment popup

The rotation can be done only on the mark, the ref or both depending
upon the key press (ctrl for only the current target, shift for both).

This change will apply all changes around the center of the image. This
only affects the scaling at the moment.

This does not changes the functionnality of the
get_sql_list_incidental_marks_for_user() function but allows to get the
list of donors for a particular AFIS user.

This is mainly due to tiff files with 16bits colors.
