Remove the RGBA and TIFF16 useless checks in image_file_serve and image_file_serve_inner functions

The images are processed first by the image_serve() function which take
tare of the RGBA and TIFF16 files (conversion back to RGB images). The
check in the image_file_serve and image_file_serve_inner functions are
therefore useless.
